In the UK, landlords are legally required to obtain an Electrical Installation Condition Report (EICR) for rental properties. This was introduced in July 2020.
- Legal Requirement
- In England, landlords must have a valid EICR every 5 years for all rental properties (since 1 July 2020).
- In Scotland, it has been mandatory since 1 December 2015.
- In Wales, it is strongly recommended but not legally required (except for Houses in Multiple Occupation—HMOs).
- In Northern Ireland, there is no general legal requirement, but landlords must ensure electrical safety.
- Who Can Conduct an EICR?
- A qualified and registered electrician must perform the inspection.
- Tenant Notification & Compliance
- Landlords must provide a copy of the EICR to tenants within 28 days.
- If requested by local authorities, it must be provided within 7 days.
- Remedial Work
- If the report identifies any Category C1 (Dangerous) or C2 (Potentially Dangerous) issues, repairs must be completed within 28 days.
- Penalties for Non-Compliance
- Fines of up to £30,000 can be issued for failing to comply.
